That just means Traveler isn't looking for changes in the mail database to push to the device. Traveler does this if the device hasn't synced in a while (to save all the backend traffic if the device isn't actively syncing), the server gets restarted, etc. But if the device syncs, it will get re-enabled. If a device IS syncing and it still is disabled, then that is an issue, but just being disabled is not an issue.
